The billboards are announcing a visit by the king... The Daily Express: PROBABLE VISIT OF THE KING TO WALES... The Daily Mail: GREAT WELCOME TO THE KING. Our suspicion is that this is referring to the Royal visit to Cardiff in 1907, so the photo may be 1906 or 1907.

Atwell's, 4 Malpas Road, was located roughly opposite the bottom of Barrack Hill. Fred Atwell ran the shop from the early 1900s until around 1938.
